How do we choose?

At least this isn’t a political post…. I was reading another article today in the NY Times (“Myanmar Arrests Activist as U.S. Aid Ships Leave”), and it made me think. We either need to go in and remove the government (think Grenada) or let them die (think Rwanda). How do we choose?
